Playing Up

The Horsham Little League recommends that each player is placed in their age-appropriate division. The division player agent, in conjunction with the HLL Board of Directors will decide on individual player requests to play in a different division, and the decision is based on the skill level of the player and space available. NOTE: Players LL age 8 who request to play in the Minors division MUST ATTEND the evaluation for consideration. Also, players LL aged 10 who request to play in the Majors MUST ATTEND the evaluation for consideration. Evaluation dates will be announced for players planning to be considered for the Minors and Majors. Evaluation dates will be posted on the website. The registration form has division charts that show the appropriate division for each age group.

Local Rules - Girls

  1. Game length is six innings.
  2. An official game if losing team has three (3) at bats.
  3. Extra innings are allowed if time permits and both managers agree.
  4. All players must be in the batting lineup at all times. At the manager’s option.
  5. An inning is three (3) outs or ten (10) batters whichever comes first.
  6. Each team can bat a maximum of ten batters per inning.
  7. Three strikes is a strikeout; seven balls is a walk.
  8. Defense shall consist of a catcher, pitcher, four other infielders, and four outfielders. Outfielders must be positioned in the grass of the outfield. Runners may advance one base on an overthrow, except on an overthrow from the catcher on an attempted steal.
  9. The catcher may attempt to throw out runners without penalty. (i.e., runners may not advance additional bases due to error or overthrow) There is a maximum of four steals per inning for each team.
  10. Pitching distance from the pitching rubber to home plate is thirty-five feet.
  11. At least one team practice is mandatory attendance at one Girls Seniors or Girls Big League game, for all players. Attendance by parents is encouraged. Bunting is allowed and encouraged.
  12. All players must play defensively by the third inning.
  13. All players must play a minimum of six (6) consecutive outs in the field and bat at least one time.

Local Rules - Boys

1. Scores, records and standings are not maintained. All teams are included in year end playoffs. Playoff scheduling is based on a random selection of teams. 2. Game length is six innings. 3. 7. There is no limitation on defensive substitutions except that every player must play a minimum of six (6) consecutive outs in the field.8. An inning is: a) three (3) outs, b) ten (10) batters or, c) every player on the batting team bats once, whichever of the three comes first. If a team has only 9 players, the inning ends when each player bats once 9. Three strikes is a strikeout; four balls is a walk. However, if a pitcher walks 4 consecutive batters, which can include a hit batter, the pitcher must be removed from the game. Also if a pitcher hits 2 batters in an inning and/or 3 batters in a game they must be removed from pitching.10. Runners may advance one base on an overthrow that goes out of play. 11. There are no leads in Minors. There is a maximum of four steals per inning for each team. A steal is any base advance that did not begin with a batted ball and includes wild pitches, passed balls and straight steals. If a player advances to an additional base due to an overthrow or misplayed ball, the additional base does not count as a steal. 12. Stealing home is not permitted. A player who is at third base at the time the pitch is delivered or a pickoff throw is attempted at any base may come home only on a batted ball or be forced in by a walk or hit batter. 13. Local Rule clarification for rules 11 and 12 – A runner on third base may lead off the base under normal rules for taking a lead. Once the runner leaves the base, they become a live runner and can be put out if tagged before returning safely to 3rd base. Even if a play or put out attempt is made on the runner, they can not advance home unless the batter makes contact putting the ball in play. 14. Bunting is permitted but a batter will be declared out if he fakes a bunt but then takes a full swing. This is to protect fielders charging to cover the bunt. 15. At all bases except first, runners must slide to avoid a collision. The runner should be declared out for failure to do so. This rule protects runners and fielders from injuries caused by collisions16. There are no balks17. Since records are not maintained, there are no forfeits. If a team is short players, the last player(s) to bat for the opposing team should play in the field for the team that is short.
